An excellent marksman with the bow and arrow, Green Arrow was immediately asked to join the Justice League Unlimited when it was first being formed. Although he was asked numerous times, the League never got a response. When Green Lantern brought him to the Watchtower, Batman tried to convince Arrow to stay with the League. He declined saying that the League only fights giant monsters and aliens and they don't look out for the little guy.

Already on the Watchtower, Green Arrow didn't want to go through the transporter again and asked to go aboard a Javelin with an away team. They would drop him off when their mission was over. However, when they arrived in Chong-Mi they found the nuclear robot Brimstone. Green Arrow aided Green Lantern, Supergirl, and Captain Atom in fighting Brimstone, but it was Green Arrow who deactivated the robot. By shooting a metal rod in a hole in Brimstone's chest using his bow and arrows, Green Arrow saved the day and decided to stay on with the League.

When Wildcat was involved in the illegal meta-human fights, Black Canary asked Green Arrow to help her make him stop. They arrived at the arena but Wildcat refused to leave. So, Black Canary made a deal with Roulette, the ringleader of the meta-human fights, to fight Wildcat. If Canary won, Wildcat would go free. Unable to let her go through with it, Green Arrow gassed Black Canary and took her place in the arena against Wildcat. After getting severely beaten it looked as if Wildcat had killed Green Arrow. After realizing that he had taken a life, Wildcat immediately quit. Later when Black Canary was tending to Arrow's body, he woke up and told her he had taken a pill that puts his body in metabolic stasis for a few minutes to make it look like he was dead to make Wildcat stop fighting. Before they left, Black Canary toppled the arena with her canary scream.

Green Arrow and Black Canary were assigned to guard crime boss Steven Mondragora from Huntress. When Question and Huntress came for Mondragora, they fought Arrow and Canary. After following Question and Huntress, the other two heroes helped fight Mondragora and stopped Huntress from killing him. Mondragora was eventually taken into custody after his son arrived to him safely.

Green Arrow also protested against disbanding the Justice League and helped bring them back together.
